A research division of The Union Institute that promotes equal access to and full participation in the policy-making process. The center's applied research broadens policy debates by examining the status quo, assessing alternative models and practices, and expanding the mix of voices. CPP emphasizes collaborative work and values process as an important outcome and a means for promoting change in thought and action. During the last decade, CPP has concentrated on the critical role nonprofit organizations play in promoting democracy, fostering social justice, and addressing human needs. Established in 1985 as a component of the Institute’s Office for Social Responsibility, CPP brings the nonprofit sector more fully into the democratic process, encourages innovative exchanges among nonprofit and other leaders, and acts as a catalyst for new ideas and approaches to the resolution of social problems; works to promote new understandings of policy needs and concerns, build new capacities in the nonprofit sector and its leadership, and strengthen the sector’s infrastructure; the Center operates a range of projects designed to strengthen charitable, nonprofit activity in the United States. Many of these projects have resulted in Nonprofit Publications (some offered free as downloadable files), and the Center has produced an extensive Nonprofit Database of organizations concerned with charitable capacity building.
