Outlines the basic steps grassroots activists must take to exert pressure on politicians and bring about change in public policy. The author, a professor emeritus at Temple University and a teacher of workshops on social welfare and lobbying, provides step-by-step advice on setting an agenda, understanding policy makers, and arguing one’s case. He explains how to lobby one on one, sketching profiles of real-life lawmakers and what they are willing to hear, and covers how to testify before a committee and how to use the news media to further a cause. He also gives examples of successful advocacy, such as a campaign by homeowners in Niagara Falls, New York, that resulted in the toxic waste removal program Superfund. New to this edition, which updates the 1991 original, are two chapters that begin the book: a commentary on how the frustrations of the middle and working classes have led to a distrust of government, and an analysis of how new information technologies are changing politics.
